David is a seasoned leader in biomedical innovation and digital health transformation. As Director at the Biomedical Research Council (BMRC) under A*STAR, he leads the Biomedical Data Hub, a national platform established to curate and host Singapore’s strategic health datasets and promote collaborations by researchers and innovators. His work bridges R&D, public initiatives, industry and innovation to enable data-driven healthcare solutions.

Previously, David served as Chief Operating Officer at the Diagnostics Development (DxD) Hub, where he established Singapore's Digital Health Accelerator, a national platform driving the adoption of new-to-market digital health solutions. He also held the role of Senior Vice President for Healthcare at ST Engineering, focusing on digital health M&A.

David spent nearly two decades at General Electric, culminating in his role as Vice President and Chief Commercial Officer for GE's Digital Healthcare business in Asia Pacific. Under his leadership, GE Healthcare earned multiple accolades including Frost and Sullivan's Asia-Pacific Healthcare IT Company of the Year (2014–2017).
